Biography of Hongqiu Bi

Ms. Hongqiu Bi, graduated from Northeast Normal University majoring in Library Science, is currently Deputy director of Heilongjiang Provincial Library and was the Standing Deputy Editor-in-Chief for “Library Construction”. She had held various social positions such as: Committee Member of “China Library Categorization” Editing Committee, Committee Member of China Library Association Reading Promotion Committee, Committee Member of China Library Association Translating, Editing and Publishing Committee, Chairman of Heilongjiang Library Academic Board and Vice Chairman of Heilongjiang Library Association. She has long engaged in research of Academic Journal Editing and Publishing, Intellectual Property Systems, Library Rights, Document and Resource Construction, and Library Reading Promotion, and published and participated in edition of five works, and published more than 30 research articles. “China Categorizing Theme Words List” for which she was chief editor won the Second Prize in National Outstanding Science and Technology Achievements, and “Research of the Impact and ‘Strategic Solutions of Dual Economic Structure on China Digital Library Construction” and “Modern Intellectual Property Management” for which she participated in editing won the First Prize and Second Prize respectively in the 8th Natural Science and Technology Achievement of Heilongjiang Province. She has been awarded outstanding editors, members many times by China Library Association.
