Introduction

You should now know the goals and benefits of Outcomes Based Planning and Evaluation and the structure of this course, covered in Module A: Overview.

In this module, you will learn the basic terms and overall process for planning outcome-based programs by:

Assessing audience needs
Analyzing the goals, motivations and resources of stakeholders
Planning and shaping the program purpose to achieve desired outcomes

This module provides you with the information and background for completing Section II: Audience Needs Assessment; Section I: Project Purpose Statement; and Section III: Project Partners and Stakeholders of the logical planning model worksheet.
