 In Building Use per capita per year = Total number of information materilas used in Building but not checked out for use outside the library divided by population within 5KM
NOTES: To collect total number of materials used in the reading room:
A separate checkout  card, called house circulation, is created, and all in house materilas that are laying around in the reading room are "scanned" as in house circulation before they are reshelved. 
A. Ask readers not to return the books to the shelf, but instead put them onto a central place or a cart.  Rely on student volunteers to put the books back on the shelf.
B. Ask readers to return the books to the original position on the shelf but somehow we need to entice the user to scan the book (also optionally his /her library ID) to gather statistics.

Average community leisure hours open per week = Number of leisure hours open over a year divided by number of weeks open over a year.  Note: Community leisure hours open are those hours which are not within working hours but after waking hour and before retirement hour.  Keep track of the leisure hours open for each day.
